I have the honour to recommend that Her Majesty the queen be advised to cancel and annul the award of me Colonial Police Medal to Mr. CHU Leung (#8

Staff Sergeant Class II in the Hong Kong Police Fc: 30. The award was notifica in the New Year Honours 195.

Hr. CHU was born in 1911 and joined the ..on: Kong Polico in 1933. He served continuously in the S Branch from 1945 until 1962. He was promoted Corporal 1947, Sergeant in 1950 and Staff Sergeant Class 7 in He was once highly commended and five times com

Led by the Commissioner of Police. He holds the 1939-ku nnd Pacific Stars and the Defence and War Medals in consequence of his service in the Force during the hostilities in 1941. In 1951 he was awarded the Colonial Police Long Scrvice Modal and in 1958 a Clasp to the Medal. Ile became a natur- alised British subject in 1959.

In January 1962 Mr. CHU was found guilty on four disciplinary charges and was reduced to the rank of Con- stable and dismissed from the Force with effect from 20 February 1962. Hils cubsequent appeal against the finding and scntonce was dismissed. I attach a report by the Comm- issioner of Police on the disciplinary case.

At the time of his offencos, Mr. CHIU had twen cight years' service and held an important position. i. Special Branch. Because of his long and value. Servic his superior officers reposed great confidence in him. offences were no momentary lapse but are known to Lave tinued over a period of months. In offending c. did he abused his rank and the trust reposed in him, mat .3 lcnt his active assistance to those who were willing, for ti. own purposes, to endanger the security of this Colony ( were seeking to defeat the policy of this Govern.t.

It is after consideration of all these facts.

I make my recommendation.

The Regulations governing the award of the Colon- ial Polico Long Scrvice liedal to members of the Hong Kong Police Force provide that a recipient of the Medal or who is dismissed from the Force for misconduct shall forfeit them unless I otherwise direct. I do not propo.3 to piva any such direction in this case.
