I have considerable misgivings about proposal that United Nations Industrial Development Organisation Representative for East Africa and Far East should set up his headquarters in Hong Kong.

In spite of information obtained from secret source in Hong Kong, I should take a lot of convincing that Chinese would not react adversely to establishment of a United Nations organisation in what they regard as their territory. If Chinese Government are indeed encouraging project, I would assume that they are doing so only from most dubious motives.
3. The presence in Hong Kong of United Nations officials from European Communist country might prompt propaganda from that quarter hostile to China (as in IZVESTIA article of 5 February, Moscow telegram No. 288) or facilitate other provocative East European activity in the Colony. The risks of TAIWANESE participation in U.N.I.D.0. are obvious. If these dangers materialise, it is certain that Chinese would react strongly, whatever may be their present attitude to the proposal.
