I should be grateful for Foreign Office views on the attached letter from Anthony Elliott about the establishment in Hong Kong of UNIDO headquarters for East Africa and the Far East.

Before receiving this letter we had briefly discussed the subject with the Governor - on the basis of the reports to which reference is made in the second sentence of paragraph 2. His reaction was that Dr. Svoboda's proposal should be discouraged; he mentioned that in any case the obligation to provide free accommodation, etc., would be unacceptable.

The favourable reaction of local communists in Hong Kong is not only surprising but, I suggest, a matter for suspicion. The possible political risks for Hong Kong to my mind outweigh any slight advantages we may see in establishing this organisation in Hong Kong.
