"Wide distribution of industrial zones within the town will also help to reduce the problem of journey to work, and this in turn should re- flect favourably on the anticipated movent of traffic on the develop- ment roads within the area."

Areas have been set aside for noxious industries. The Plan com- ments that it is intended in the long run to meet the needs of all the Colony's most noxious industries and one area will be connected Tsing Yi town by a new road along the east cost of the island.

Two areas have been excluded from the overall pattern of proposed land use. This is due to a number of factors, for example the refuse dump southeast of the cemetery reserve will be used for its present purpose until the late 1960s and its ultimate use will depend on its suitability for building development.
A green belt has been designed to establish the limits of the urban ex- pansion of the new town, but the Plan permits certain uses within the belt.
Only main traffic routes and junc- tions are shown in the Plan.
It is expected that the Plan will be implemented over a period of 10 to 15 years as the result of co-ordinated
