The total expenditure for the com- plete development of the project will include the following:

a) Site Formation,

b) University Central Buildings, c) College Buildings including stu- dents hostels and academic and administrative staff quarters,

d) University faculty houses and

staff quarters,

e) services, and

f) professional fees.

Cost of Site Formation

No estimate can be made at present of the cost involved in forming the University site as shown on the pro- posed Layout as the matter is entirely dependent on the extent of excavation that will be executed by the Plover Cove Scheme. The complete imple- mentation of the Layout will result in the removal of 9,000,000 cubic yards of rock and earth from the site entail- ing tremendous expenditure. Plover Cove's original requirement from the Ma Liu Shui Borrow Area was ap- proximately 4,500,000 cu.yds. but it is likely that this figure will be con- siderably increased. However, it

should be appreciated that much of the calculated quantity of 9,000,000 cu.yds. lies outside the limits of the Borrow Area and that some of the materials excavated within this area may not be suitable for the construc- tions of the dams, In short, the whole financial situation can only be ascertained after the Plover Cove Engineers have completed their opera- tions on the site. The site will have to be re-surveyed and final site forma- tion plans for the development of the University prepared. It is however, hoped that as much excavated materi- als as possible will be disposed of by the Plover Cove Scheme thereby re- ducing site formation costs as much as possible.

Cost of College Buildings

No estimates of cost of the college buildings including students hostels and staff quarters have been prepared at this stage. These can only be made after the siting of the two colleges has been decided upon and small scale sketch plans of the buildings pre- pared.
