New items of Special Expenditure are $11,000 for conversion of an old railway building at Tai Po Station to make it suitable for use as a departmental quarter for staff required to be housed on the spot, and $7,300 for radio telephony equipment to supplement an existing telephone system which has proved un- reliable in time of emergency.
Provision is made for purchase of three diesel-electric locomotives ($4,400,000) for delivery during 1961/62 and 23 coaches ($9,686,000) to be delivered during 1961/62 and 1962/63, and for the long overdue renewal of the old mechanical signalling system at Kowloon by an up-to-date electrical system ($3,300,000). Token amounts for these three items were included in the Estimates for 1960/61. With the addition of the new locomotives and coaches it will be possible to provide a better and more frequent train service than at present.
Provision is also made for completion of reprovisioning of the senior staff quarters at Gascoigne Road which will have to be demolished to make way for the new extension to Nairn Road ($320,000), and for completion of the programme for conversion of the railway buildings at Luen Wan Street for use as depart- mental quarters.

Two new posts of Assistant Labour Officer are provided, one to assist the Labour Officer (Trade Unions) and the other to assist the Labour Officer (Supervisory Training).
Two additional posts of Senior Labour Inspector and three additional posts of Labour Inspector are provided to enable the labour inspectorate to keep pace with the increase in industrial undertakings.
One clerk, three typists and one clerical assistant are required to deal with the larger volume
of work arising from the expanding activities of the department.
One motor driver is required to drive an additional departmental car and two messengers are needed for a new office to be opened in Kwun Tong late in 1961.
The increase of twelve posts, together with normal increments, account for the increase of $102,200 in the vote for Personal Emoluments.
Under Other Charges Annually Recurrent, increases for Cleaning of Offices, Incidental Expenses, Publications, Uniforms, Running Expenses of Vehicles and Travelling Expenses are shown. The additional expenditure arises from increased departmental activities. The net increase is $31,800.
