One additional post of Executive Officer, one of Typist, one of Office Attendant, one of Female Escort and two of Cleaner are provided for the new Fanling Magistracy.
One post of Clerk was reduced and offset by the appointment of an Indian Interpreter, and another post became unnecessary when the duties of preparing the Jury List were transferred to the Registra- tion of Persons Office. 14 posts of coolie have been re-classified as messenger posts.
One supernumerary post of Interpreter/Translator has been deleted consequent upon the comple- tion of an officer's pre-retirement leave.
The above changes together with normal increments account for the increase of $396,500 in the vote for Personal Emoluments.
The increase in provision under Other Charges, Annually Recurrent is mainly attributable to the pilot scheme for Legal Aid which has been approved. This scheme covers defendants in criminal trials before the Supreme Court where the committing magistrate or judge is satisfied both that the accused is unable to provide for his own defence and that legal aid is desirable.

The supernumerary post of Clerk is provided for the pre-retirement leave salary of an officer due to retire on 9th July, 1961 for whom it is not proposed to seek a replacement. The establishment of Clerks in the Audit & Accounts Section has been reduced accordingly.
Under Other Charges Annually Recurrent, increases for maintenance of buildings and equip- ment, permanent way and structures and rolling stock are shown. The additional expenditure is due to a heavy maintenance programme for 1961/62, particularly for rolling stock. Increases in the provisions for coal and fuel oil and lubricants reflect increased activities in the form of additional passenger and goods trains, and to increased costs of certain lubricants. A new subhead provides for payment of an allowance to a university mechanical engineering undergraduate receiving practical training in the railway workshops from 1st July, 1961.
