* Approved by Special Warrant during the year.

Approval was given during 1960/61 for the establishment of a sub-office in Kowloon, and the following additional staff are required for this purpose-1 Trade Officer, 1 Secretary Stenographer, 1 Confi- dential Assistant, 5 Clerks, 4 Clerical Assistants, 1 Office Attendant and 2 Messengers. Three posts of Coolie have been regraded as Messenger posts.

Controls Division

Two new posts of Clerk are required for the Dutiable Commodities Branch because of expanding commitments, while two others are needed for the newly created section dealing with the exam- ination of goods for export under comprehensive certificates of origin. The two latter posts were approved by Special Warrant during the year, together with a post of Assistant Trade Officer and one of Executive Officer for the same section. One new post of Assistant Trade Officer and one of Confidential Assistant (both approved by Special Warrant during the year), and three of Typist are provided for the Certification Branch to help deal with the increasing number of certificates being received: six new posts of Clerical Assistant (two approved by Special Warrant during the year) are also included to assist at the counter and in the records room. Six posts of Coolie have been regraded as Messenger posts. It has been found possible to retrench two Reserved Commodities Inspectors Class II and two Watchmen in the Supplies Branch. The following additional posts are required to strengthen the Land and Excise Sections of the Preventive Service: 4 Revenue Inspectors, 2 Revenue Sub-Inspectors, 2 Senior Revenue Officers, 3 Revenue Officers, and 9 Assistant Revenue Officers. Also included are three posts of Assistant Revenue Officer to cater for 24-hour operation of Kai Tak Airport, approved by Special Warrant during the year.

Development Division

The Statistical Branch is strengthened by an additional Punch Operator in view of the increased volume of trade declarations now handled. There is a further increase of four posts in the Clerical Assistant establishment to strengthen the Statistical and Trade Development Branches, whose functions continue to expand. It is also proposed to publish industrial production statistics and 1 post of Secretary Stenographer, 4 of Clerk, 5 of Punch Operator and 1 of Clerical Assistant have been included for this purpose.

Overseas Offices

There are two new clerical posts for the Hong Kong Government London Office, where work is steadily increasing, partly as a result of the recent appointment of a Principal Information Officer. Increased financial provision is also required to allow for adjustments resulting from salary revisions awarded to the U.K. Civil Service, a special allowance paid to the clerical staff to compensate for the lack of ‘fringe' benefits enjoyed by the U.K. Civil Service, and normal increments.

The office of the Hong Kong Government Trade Representative in Australia was opened in Sydney on 1st December, 1960, and provisions for salary and allowances for the officer appointed to the post, and his clerical staff, are included.
