A post of Executive Officer is required to cover the salary of an officer proceeding on leave prior to retirement.
Allowances, etc.
Provision for acting pay has been increased to a figure consistent with actual expenditure during the 1960/61 financial year. The figure for technician allowances includes provision for a Class II photog- rapher's allowance to be paid to an Assistant Revenue Officer employed on taking pictures at the scene of seizures for use as evidence and for record purposes.
These changes, together with normal increments, account for the increase of $631,500 in the vote for Personal Emoluments.
Under Other Charges Annually Recurrent, the opening of a sub-office in Kowloon accounts for increases under incidental expenses, publications, and rent. The provision for subsistence allowances shows a decrease owing to the adoption during the year of a revised patrol system. That for uniforms is also decreased as the 1960/61 figure covered the cost of initial issues to officers not previously provided with uniforms.
There is a new subhead to cater for the examination of goods for export under Comprehensive Certificates of Origin through the newly created inspection control unit located in Kowloon. This expenditure is more than offset by revenue from certificates issued.
The increase for stores and equipment arises from the increased consumption of cards for use with the electrical tabulating equipment, resulting from the rising volume of statistics of trade, the prepara- tion of industrial production statistics, additional punched card work required by other departments, etc.
Circulation of the departmental monthly Trade Bulletin continues to grow, and the quality of the publication has been improved. With additional advertisements and expanded features, printing costs are increased. Additional revenue will also accrue from the extra advertisements.
These and other minor increases, partially offset by some decreases, account for the increase
of $193,700 in the vote for Other Charges Annually Recurrent.
Special expenditure items include $6,100 for the purchase of additional accessories for the tabulating machinery, and for an electrically operated calculating/listing machine; $46,900 for the purchase of two replacement station-wagons and a van, together with a revote of $14,000 for another replacement vehicle; $4,000 for the purchase of additional binoculars, and $20,900 (including a revote of $5,000) for additional radio-telephony equipment for the Preventive Service to strengthen anti-smuggling measures. $5,000 is provided to cover the cost of two special typewriters and an initial stock of certificates printed in continuous form, to enable continuous stationery machinery to be introduced on an experimental basis in the Certifica- tion Branch typing pool.
