With the increase in the number of Hong Kong students in the United Kingdom the provision for the Amenities Fund for Colonial Students has been increased. The introduction of new salary scales in grant and subsidized schools, normal promotions and increments, expansion of existing schools and the opening of further aided schools have necessitated an increase of $13,000,000 in the recurrent subvention to grant and subsidized schools, and an increase of $184,000 in the subvention to the Grant Schools Provident Fund. The increase in the number of non-profit-making private schools has also necessitated an increase of $100,000 in the subvention towards Rates.

Approval was given by special warrant during the year for the payment of grants to certain post-secondary colleges. Appropriate provisions have been made to enable recurrent and special grants to continue to be made to these colleges.

The increase in estimated expenditure under this Head is due to additional provisions having been included under five subheads: the higher subvention to the Fisheries Research Unit is consequent on the commissioning of the vessel Cape St. Mary, a gift from the United Kingdom Government to the Colony; the grant to the Hong Kong Tourist Association is increased in order that the Association may further develop its activities; the provision in the new subhead Research Establishments in the United Kingdom will enable the Colony to continue to benefit together with other Colonial Territories from research, previously financed out of Colonial Welfare and Development funds, on buildings, paints, pest infestation, rodent control and preparation of precipitin sera; the subvention to the East Asia Regional Organization for Planning and Housing is provided in the interest of international co-operation and in the expectation that the Colony will eventually benefit from its work; the token provision for the Federation of Hong Kong Industries is included to enable the Federation to get on its feet after it formally comes into existence.
