Recurrent subventions to the following welfare organizations have been increased by the amounts shown in brackets:-
Aberdeen Trade School ($12,500); the Boys' and Girls' Clubs Association ($84,000) to meet operating expenses of 5 libraries to be opened during 1960/61; the Hong Kong Society for the Blind ($75,000) to increase services for the Blind by establishing more vocational training centres and to meet running expenses of a hostel; the Canossian Sisters' School for the Blind ($41,000) to cover expenses of 40 boarding pupils; the Chinese Y.M.C.A. ($25,000) to increase present activities in club work among children and cover expenses of an enlarged camp for underprivileged children; the Good Shepherd Sisters ($24,000) to accommodate more girls following the construction of the Reception Centre; the Maryknoll Sisters' Wong Tai Sin Nursery ($20,000) for expenses of the nursery in the first Community Centre at Wong Tai Sin; the Hong Kong Family Welfare Society ($17,500) mainly for the operating cost of the new Wong Tai Sin Centre; the Boy Scouts Association ($17,000) to meet increasing activities arising from expansion in the Scout movement; and the Hong Kong Discharged Prisoners' Aid Society ($15,000) for running expenses of a new hostel. The subvention to the Po Leung Kuk has also been increased by $100,000 to allow for the increased number of beds and inmates.
The recurrent subvention of $20,000 for the Silvermine Bay Holiday Camp is now included in the $34,600 for the Standing Conference of Youth Organizations which did not feature in the Estimates last year. Provision has also been included to meet the administration expenses of the Resettlement Estates Loan and Savings Association.
Items under Special Expenditure include $135,000 for the Sham Shui Po Kaifong Advancement Association, being the balance of Government's contribution of $150,000 towards the construction of the new premises which will include accommodation for the Social Welfare Department; $125,000 for the Good Shepherd Sisters, being the balance of a capital grant of $195,000 for the construction of a Reception Centre; $100,000 revoted for constructing a new building for St. James' Settlement; $32,500 for the Boys' and Girls' Clubs Association to cover the capital cost of furniture and books for 5 libraries. The Boy Scouts Association is provided with $29,000 to meet the cost of Stage I of the development of the Colony camp site, and the Canossian Sisters have $25,000 to cover the cost of renovating the St. Francis Hospital premises to be used as a school for the blind and for new school equipment; and $20,000 for alterations to the building housing the Ling Yuet Sin Foundlings' Home; $50,000 is provided to enable the Resettlement Estates Loan Association to set up offices in two more resettlement estates.

Recurrent subventions have increased by $1,856,500 and include additional provisions for Alice Ho Miu Ling Nethersole Hospital ($50,000), British Red Cross Society, Blood Bank ($1,000), Family Planning Association of Hong Kong ($40,000), Mission to Lepers, Hong Kong Auxiliary ($25,000), Pok Oi Hospital ($315,600), St. John Ambulance Brigade ($10,000), Sheung Shui Clinic ($10,000), The Hong Kong Society for Rehabilitation ($63,000) and Tung Wah and Associated Hospitals ($1,250,000). An initial grant of $100,000 is also provided for the Maryknoll Mission Hospital now being constructed at Wong Tai Sin.
The total provision for Special Expenditure is $5,761,600, an increase of $631,000. This in- cludes $5 millions for the rebuilding of Kwong Wah Hospital-Government's commitment being 80% of the total cost involved. $136,000 is provided equipping the new central steam sterilization unit at Ruttonjee Sanatorium and for the purchase of a new van for the H.K. Anti-T.B. Association; $140,000 for surfacing of roads at Hay Ling Chau; $245,600 for construction work and special equipment in respect of Pok Oi Hospital extension. The Tung Wah and Associated Hospitals have $220,000 for new medical equipment, domestic appliances and repair and renovation of premises.
