One post of Education Officer (Technical) was approved during the year; two additional posts are required for Navigation and Marine Engineering courses at the Technical College.

One post of Workshop Instructor was approved during the year; four additional posts are required for the Technical College and one for Victoria Technical School.

Two posts of Laboratory Assistants are required for the Technical College.

One Executive Grade Officer is required to assist the Secretary (Administrative) and two are required for the Accounts Section. The new post of Stores Officer is off-set by the deletion of one Assistant Stores Officer post.

32 Clerks are required to deal with the increasing volume of clerical duties at schools and at

16 Laboratory and Workshop Attendants, 13 Office Attendants, 51 Coolies and 13 Amahs are required for existing and new schools.

These changes together with normal increments account for the increase of $3,644,100 in the vote for personal emoluments.

The net increase under Other Charges Annually Recurrent is $874,400. This reflects the continuing expansion of educational facilities and is mainly accounted for by increased provisions for Evening Classes, Examinations, Scholarships and Bursaries for Chinese Post Secondary Schools and for Stores and equipment.

The decrease in Special Expenditure is mainly attributable to the inclusion of provisions for Furniture and Equipment for new Government Schools in Head 30.

Due to the expansion of the Fire Brigade and to the addition of new appliances/equipment and fire stations, considerable increases in staff are necessary. These changes, together with normal increments, account for the increase of $408,000 in the Personal Emoluments vote.

Under Other Charges Annually Recurrent, the same cause has necessitated increased provisions of "Fuel, Light & Power", "Stores & Equipment" "Transport" and "Uniforms & Accoutrements for dis- ciplined staff" votes.
