Under Special Expenditure, provision has been included for one turntable ladder appliance ($231,000). Six additional motor ambulances for Ma Tau Chung & Aberdeen Fire Stations and standby reserve and six replacements for the existing vehicles account for a provision of $272,000 under the "Motor Ambulances" subhead. Other Special Expenditure items include one Motor Pump Appliance ($87,000) for the Aberdeen Fire Station, two portable trailor pumps ($24,000) for the new Peng Chau Fire Station and 120 copies of Fire Service and training manuals ($1,200).

The supernumerary post of Assistant Commissioner is required to cover the pre-retirement leave of one officer. The additional Chief Assessor will be a Deputy Estate Duty Commissioner and will assist in the administration of the Unit handling Estate Duty, Stamp Duty and Business Registration. The increase in clerical staff is required to maintain the efficiency of the Department and cope with increased work. These additions plus normal increments account for an increase of $197,600 in the vote for Personal Emoluments.
