Gradual expansion of the Fire Service is in hand to give better coverage to all areas of the Colony. The additional staff provided is needed to cope with extra clerical and adminis- trative routine work and the efficient maintenance of departmental transport.
Two emergency tenders after long and intensive use require replacing; in addition 3 further escape/pump appliances and 3 motor pump appliances equipped for fire fighting are to be provided for improved fire protection in Hong Kong, Kowloon, and the New Territories. Two additional motor ambulances are provided for the New Territories to maintain the efficient and rapid handling of accident and removal cases. An additional car is to be provided for the Kowloon Division to carry out inspection duties.

Of the 45 additional permanent posts 33 are transfers from the Department of Com- merce and Industry as a result of this department taking over the administration of the Business Regulation Ordinance; corresponding reductions are shown in the establishment of the Department of Commerce and Industry. These 33 new posts are:-

are designed to cope with increased activity for the clerical staff and the introduction of a new departmental training scheme for assistant assessors. Two regradings, as shown, were approved during the year. Three posts of Assessor, Grade II, previously shown as Supernumerary Staff and held against vacancies in the establishment of Assessors, have now been incorporated into that Grade. These changes, together with salaries revision and normal increments, account for the increase of $270,030 in the vote for personal emoluments.
