87 posts of Primary School Mistress were approved during the year and 65 new posts are required for existing and new schools as follows:-

10 Morrison Hill Primary School

2 Island Road Primary School

1 Canton Road Police School

1 Pokfulam Primary School

1 Hollywood Road Police School

28 Tai Hang Tung Primary School

22 North Point Housing Estate School

Two posts of Education Officer (Technical) are required for the Technical College and one for the Inspectorate to supervise handicraft and woodwork.

One post of Technical Teacher was approved during the year; 2 posts are required for the Technical College and 2 posts for Victoria Technical School.

3 posts of Laboratory Assistant are provided for the Technical College and one for Victoria Technical School.

2 Executive Grade posts are created for the Accounts and Personnel Sections.

6 Clerks were approved during the year. A further 10 Clerks (less one replaced by one W.C.A.) will deal with the increasing volume of clerical duties at schools and at Head- quarters.

1 W.C.A. is provided for the Registration section of this department.

Ten posts of the new grade of Workshop Assistant are provided for schools with

a corresponding reduction of 8 posts of Workshop Attendant.

6 Laboratory/Workshop Attendants, 6 Office Attendants, 21 Coolies and 6 Amahs were approved during the year. Additional 9 Laboratory/Workshop Attendants, less 8 posts of Workshop Attendant as mentioned in the foregoing paragraph, 3 Office Attendants, 1 Messenger, 19 Coolies and 4 Amahs are required for existing and new schools.

1 Warden and 1 Matron/Housekeeper are required for Hong Kong House, London, the new students' hostel purchased during the year.

These changes together with normal increments account for the increase of $3,785,000

in the vote for personal emoluments.

Under Other Charges Annually Recurrent, the continuing expansion of educational facilities is reflected in the additional provision included under a number of subheads, the principal increases being $103,000 for allowances for evening classes; $64,900 for examinations; $365,960 for the recurrent expenditure at Hong Kong House, London; $380,000 for scholarships, bursaries & maintenance grants; and $150,000 for stores & equipment. The net increase in the Other Charges Annually Recurrent vote is $1,109,780.

Special Expenditure items include $1,331,900 for furniture & equipment for new Government Schools which it is anticipated will be completed next year; and a revote of $26,500.
