All news received from certain informed quarters about Japan's reply to the memorandum cry- stalises into the fact that Japan will refuse the recent invitation. to take part in the Brussels de- liberations.

Japanese diplomatic circles here declare that the Nine-Power Con- terence met for no other. purposé than to recelve Japan's answer to the former Invitation to Japan, but point out that Japan's initial answer was definite. If it is now expected that Japanese rëpresen- tatives are to negotiate with the sub-committee, it must be remem- bered that this sub-committee has received its mandate from the Nine-Power Conference, that is from the assembly of eighteen powers, only the minority of which are represented on the Nine-Power Treaty.
