JAPAN WILL NOT ATTEND
Refuses Further Invitation To Brussels
Brussels, Nov
9.
All news received from certain informed quarters about Japan's reply to the memorandum cry- stalises into the fact that Japan will refuse the recent invitation. to take part in the Brussels de- liberations.
Japanese diplomatic circles here declare that the Nine-Power Con- terence met for no other. purposé than to recelve Japan's answer to the former Invitation to Japan, but point out that Japan's initial answer was definite. If it is now expected that Japanese rëpresen- tatives are to negotiate with the sub-committee, it must be remem- bered that this sub-committee has received its mandate from the Nine-Power Conference, that is from the assembly of eighteen powers, only the minority of which are represented on the Nine-Power Treaty. For this reason alone. Japan must refuse this, as the sub-committee had been formed in no small. degree at the initia. Moreover.

CHINESE POINT OF VIEW .
Brussels, NoV, Y.
The Chinese delegation to the Nine-Power Conference still main- tained, on Monday evening, the point of view that China must re- ject any mediation in the Far East conflict by any third power not represented at the Conference. Negotiations between China and Japan could only take place with In the framework of the
Nine Power Conference.
Chinese delegation circles refute with indignation the rumours re- cently current from Japanese sources, about communism in China, and point out that China has conducted a ruthless war against communism for the last ten years.
