Discussing Japan's finances and war effort, the "Financial Times points out that though Japan's previous adventures, coupled with her enormous cutlays on the Army, Navy and Air Force, has seriously weakened her financial structure, It would be premature to conclude is that an early breakdown threatened. China's Appeal To League Of Nations

The League Council, at a private session, decided to refer the Chi- nese appeal to an Advisory Com- nittee of 23 to be convened early next week.

The decision to refer the Chinese sppeal to the Committee of 23 18 a more elastic procedure than if the question had been considered by the Council.

LITTLE ADVANCE

The Japanese report a slight advance on their left flank which atretches within 30 miles of Tien- tain, but it appears that Chinese resistance here is very stubborn, having up to the present delayed the realisation of the Japanese objective of encircing to Chinese troops.
