Also was there the saying that no matter how troubled France might be about her balance-sheet, yet never had that trouble hurled her into financial chaos. She had, in a word, always pulled-through somehow. Often miraculously, but she had pulled-through.

Some idea of the solidness of her national financial position might, argued Mr. Steed, be gained from the basic fact that during the past few years she had been paying-off her, national debt at the rate of £80,000,000 annually. That was a practical form of patriotism, and that material patriotism coupled with the great driving-force of mental and moral patriotism make for a mighty power-a power that It would be advisable for any nation in the world to treat with there proper respect. Doubtless were those observers of inter- national affairs who would point out that there were great dissen- sions in the political ranks in the France of this July, but these dis- sensions were surely not as great as were those of the France of July. 1914. characterised as they were by murder and assassination...

From these observations Mr. Steed pointed the moral that any nation which contemplated gamb- ling on the uncertainties of domes- tic affairs in France would be well advised to consider well before taking action, and if that were done, then, concluded Mr. Steed, he felt that much of the large and small talk about haphazard inter- vention in the Spanish conflict would be considerably discounted. He had no fear for the peace of Europe so long as France remain ed traditionally moderate united in spirit.
