INDO-JAPANESE PACT
'VIEWS FROM JAPAN
Was
Recently there were expressed by certain Indian traders and trade organisations of the new Indo-Japanese arrangement as regards trade in raw cotton and in cotton goods These opinions were fairly favourable as far as the ar-
there rangement goes, but much dissatisfaction that it goes no further and that it does not subject Japanese rayon goods to import quota regulation in India.
Newspapers "from Japan permit an assessment of Japanese opinion of the new arrangement, and it appears that Japan is no better pleased than India. The new protocol is discussed in a leading article in the "Osaka Mainicht" of April 17, in which it is suggested that both sides had to make sacri fices in order to avoid a deadlock- which would have left-trade be- tween the two countries subject to no treaty at all-but that Ja- pan had to" cede more ground than India. In support of this contention It mentions three points. In the first place, while the quantities of cotton piece goods which Japan may send to India have been reduced by the quantity which Japan may send to Burma, the quantities of Indiah.cotton which Japan must purchase In or- der to qualify for its plece-goods quota have not been reduced by the quantity of Burmese cotton which it must purchase in order to qualify for its plece-goods quota in Burma..
Secondly, although India con- ceded something in the matter of the allocation of the total quota.
amongst the different categories of cotton plece goods, it is argued in the light of recent experience, that the allocations will still make It impossible for Japan to fulfil all its quota: Thirdly although Ja- gained its point in having
pan
rayon goods left free from quota restrictions, the Government of India offsee this gain. by' increas- ing the import dutles on rayon goods not of British manufacture. The article says in this connection: (Continued on Page 15.3
