Newspapers "from Japan permit an assessment of Japanese opinion of the new arrangement, and it appears that Japan is no better pleased than India. The new protocol is discussed in a leading article in the "Osaka Mainicht" of April 17, in which it is suggested that both sides had to make sacri fices in order to avoid a deadlock- which would have left-trade be- tween the two countries subject to no treaty at all-but that Ja- pan had to" cede more ground than India. In support of this contention It mentions three points. In the first place, while the quantities of cotton piece goods which Japan may send to India have been reduced by the quantity which Japan may send to Burma, the quantities of Indiah.cotton which Japan must purchase In or- der to qualify for its plece-goods quota have not been reduced by the quantity of Burmese cotton which it must purchase in order to qualify for its plece-goods quota in Burma..
