Just at this moment it appears that one of the sovereign states is not-Michigan, where the state government and the mob are con~ fronting each other, the government asking the mob how much it will take to behave itself after three months of turmoil kept up at cost of a half-billion dollars.

Michigan is evidently unfit for self-government; even of self- protection. If Michigan is so unfit, why may we not suspect that every other American state is? Our states are very much alike, a made up of the same kind of people, whereas in the Philippines there are many groups distinct as to language and racial char- ncteristics.

We would hesitate to say that Michigan is less fit for self-rule than any other state. It is only that the charge of unfitness as to Michigan has been proved. The other states have not yet been sub- jected to such a strain as that under which Michigan is cracking. Perhaps none of the other 47 states would have done better under the circumstances, and with the same kind of a governor, than Michigan has done.

Anyway, we should like to know what the Filipinas think of self- government in the United States.

Comments On The Sugar Agreement

It will be legally possible for the United States, because of the inclusion et a Philippines amendment in the agreement reached at the International Sugar conference, to give a perferential status 10 Philippine sugar after independence, Rafael Alunan, president of the Philippine Sugar Association, has stated.

The results of the conference are "very good." Alunan believed. "It will help stabilize the sugar industry and commerce," he added. Alunan said the provision regarding the Philippines will be a safe-guard against the we of the most favoured nation clause as a weapon against the Philippines.

Urbano Zatra, Filipino delegate to the London conference, in- formed Alunan the pact included an amendment favourable to Philip- pine interest as previously reported.
