FOREIGN REINFORCEMENTS Sir Frederick added that 16 days had passed before replies were re- ceived to the Anglo-French note. In conclusion. Bir Frederick sald that the question was whether the trouble in Spain will be allowed to spread and overshadow all Europe or be confined to Spain and burn Itself out.
