Sir Frederick Whyte's Broadcast
SPANISH SITUATION
CLARIFIED
Continuing Mr, P. V. Hodson's, broadcast inst Week .on the Spanish conflict, Bir Frederick Whyte in a broadcast from Lon- don last night or "World Affairs,” relayed by ZBW, said that one bad to consider the attitude of the ave powers. The public of Great Bri- tain regarded the civil war aa essentially concerning the Spanish people.
As to whether the war in Spain should be settled in their own way, said Sir Frederick, Great Bri- taln with its ·Government ... as spokesman had proclaimed non-

that policy Я non-intervention committee was set up in London last autumn: The meetings of the committee had been need too much by one party or the other to throw mud. The committes were able, however, to produce a plan to control munitions going into Spain. Like all committees the procedure. Was necessarily slow and towards Christmas, Great Bri- tain and France sent a note to the other Governmenta to find out
replies.

In addition to the Soviet arms supplies there was the famous In- ternational Brigade. Was one to say that the British, American, French, Irish and other Govern- ments had intervened in the war because there were men of their nations fighting for Madrid! The
When moral con viction and public policy conflict a difficult decision had to be made. On the other side, the decisivo act of Intervention was made when Germany recognised General Franco as head of the Spanish Government. No other decision could compare in importance with this stroke of policy on the part of Hitler. It looked like a gamble for very high stakes indeed.
Referring to the statement on Saturday night by the German news agency that they had been authorised to state that no Ger- man troops were serving in Spain or in Spanish Morocco, Sir Fre- derick said that one had to con- sider the meaning of the word "troops." It was true that there was no German unit outside Spain to-day but there were Germans individually fighting in Spain,
answer was no,
FOREIGN REINFORCEMENTS Sir Frederick added that 16 days had passed before replies were re- ceived to the Anglo-French note. During that time substantial rein- forcements went to Spain, from Germany and Italy. When these forces had been safely landed in Spain the German and Italian re- plies, were received in London. They showed obviously propagan- dist argument and both Govern-. ments stated they accept the "sug- gestions on principle and on cer- tain conditions.
Sir Frederick then described the British cabinet meeting last Satur-
day when measures were suggest- ed to the nations. Repiles had been received from most of the rations. Italy promised legislation but, there was no definite word from Berlin.
The British note, said Bir Fre derick, did place the responsibility on shoulders where It balanced and clarined the whole situation.
In conclusion. Bir Frederick sald that the question was whether the trouble in Spain will be allowed to spread and overshadow all Europe or be confined to Spain and burn Itself out.

Question by reporters:-"What do you think would be the attitude of China in the event of Japanese aggression reaching the stage of territorial aggrandisement?”....:
f
Mr. Wang Ching-wei (who smiled and looked well after his sojourn overseas): "On that point I would refer you to the decision of the second plenary session of the Central Government when to epitomise the sentiment of the re- solution, it was decided that, in the event of Japanese aggression becoming increasingly manifest to explore every possible avenue in the matter of negotiation, but, in the event of negotiations proving fruitless, then Chins would make the sacrifice, namely, go to war.", That passed-off without further comment.
The next, and only question was (by the reporters): "What are your plans?"
Mr. Wang Ching-wel gave an- swer:-"My plans are undecided until I have had a conference with the lenders in Nanking."
