Spanish Civil War Mediation

GERMAN REPLY

Berlin. Dec. 13.

The German memorandum in answer to the Franco-British, pro- posals for mediation In the Spanish Civil War was handed to the. British and French Ambos- sadors on Saturday afternoon.. The text which was published on Sunday. stutes that:

1. The German

Government

also shares the wish expressed by both Governments that peace and order should soon be re- stored in Spain, and especial- ly their desire to prevent the danger of a conflict spreading to the rest of Europe. It is therefore ready to support all measures which appear really suitable for this purpose.

2 Regarding the two Govern- ment proposals for strengthening the Non-Intervention 'Pact and making it more effective, by fur- ther agreements, the German Government must point out that from the beginning, that is to say, in the note dated August 27, it had advocated the extensión, of the agreement to cover the pre- vention of participation of foreign volunteers in the Spanish confl'et, and regretted that this proposal

not adopted at the time. Whether. under the present cir- cumstances a general prohibition of direct or indirect intervention will now be effective in obtaining the desired end, must unfortunate- ly be regarded as doubtful.

This states. the memorandum. needs no further explanation in view of the part which foreign elements are generally known to plug in an increasing decree in, promoting anarchistic action in Spain.
