Kinder
London. Aug. 10.
Kinder, Mr. Claude Willar C.MG., who served on the Civil Staff of the Chinese Imperial dress, Railways, and who at the relief of Petping in 1901 was mentioned in despatches and won medal and clasp for that action, died to-day He was born in 1852.

NO DEAL PENDING WITH GOLD RIVER
Americans have good reasons for building up strong services in the Pacific, first, because of their long western coast line and their exclusive services between that coast and Honolulu: and, second. because a large proportion of the passengers and goods carried in the Pacific Ocean is American. There, if anywhere, United States shipping ought to be in a strong position; and the case for a but sidy is more justifiable than else. where. It is strengthened by the fact that the cost of building is higher in
America than
in Britain, and that unless con struction subsidies were offered, the United States would be handicapped in the initial task of putting modern vessels on the

But it is desirable. that wterday afternoon. should understand both sides of the question. The British com- plain that the American con struction subsidies come to mach more than the difference in build ing costs, and that in addition such large operating subsidies are granted that it has now become impossible for British passenger vessels, trading between British Dominions, to stand the strain of competition.
The British Government, strongly pressed in the House of Lords and by the shipping concerns, has referred the matter for prompt inquiry to the Imperial Shipping Commit. tee.
It is important to note, however, that the subsidy bill just signed
by President Roosevelt aims to smooth out those problems per taining to building differentials. The new act sets up a Maritime Authority which is empowered to advance building loans to American shipping interests up to 50 per cent of the value of the ship, inclusive of the difference between foreign and the relatively greater American construction
costs.

Germany Denies Reports In Circulation

The German Charre d'Affaires in London, Dr. Blelfeldt, has informed the British Government that no war materials have. been sent from Germany to the Spanish Insurgents and that mone will be sent. Stories that the German battleship Deutsch- land landed bombs âi Ceuta, that a German Uner now on her way from 'Hamburg'is -carrying bombing aeroplanes to the in- surgents and that Germany intends to land marines at Barce- lona as demonstration are all denied by Dr. Bielfeldt.
