WHAT IS PEACE?

In one of his characteristic

allocutions, the Rev. Mr. Chadband began by asking. "what is peace, my friends? Is It war; is it strife:

it contention?" When we go into the question more deeply we find that it is not as ridiculous as the creator of Mr. Chadband intended to suggest and they might indeed, be pertinently addressed to some of our Labour pacifists. Not so long ago a group of Members of Parliament tabled a Bill "to in- corporate in the statute law of the finited Kingdom those obligations in regard to the maintenance of peace and of machinery for the peaceful settlement of internation- al disputes which are embodied in the Covenant of the League of Nations and in other treaties." For instance paragraph 3 states that"in the event of

a dispute Grising between Ets Majesty's Government and the Government of any other country, His Majesty's Government shall Immediately

bave recourse to such methods of peaceful settlement as are, em: bodied," stc, while the final para- graph is to the effect that "this Act may be cited as the Peace Act -1935."

The notion of Insulating the British Isles from the perils of belligerency by Act of Parliament is not wholly lacking in an element of comedy, but what strikes one most is the incongruity of trying to train that infant Peace to run be- fore it can walk. Everybody agrees that war is an unmitigated evil.
