Finance Ministry Attacks Rumour-mongers

Shanghal, Dec. 29.

In an interview granted to the Press General Chiang Kai-shek discussed the present economie situation and expressed the fol- lowing opinions:- Q-With the success of the anti- Communistic .campaign it. should now be possible to make practical progress with the various schemes of national | development. On what as-

pect do you think special, em- phasis should be placed? A-I think that in carrying out

the various constructive sche- mes we should have a definite programme based upon ` the present economie condition of our people and the possibilitles of future development. These schemes should be carefully prepared and put into operá- tion gradually. Q-You know that, rumours are widespread in Shanghal con- cerning the sliver, situation, and that as a result of ner- yousness the monetary and financial situation is affected. Will you tell us what is your opinion on this subject. A.-These rumours have been created by speculators, and I understand the Ministry of Finance has now issued an official announcement empha- tically informing the banks that these rumours are entire- ly without foundation. Q-What is your view of the policy of imposing a tax on exports of silver from China? A.-Owing to the U. S. Government silver-buying policy the price of silver abroad has been for- ced up, and it has been pro- fitable for the foreign banks in China to export silver. As a result, a large amount of sil- ver has been transferred abroad, and the Government was eventually obliged to take steps to prevent an excessive outflow. However, we still hope that the U. S. Government will recognize the harmful effects on China of the silver-buying policy, and will either modify or slow down that policy. Q-If the price of sliver abroad continues to rise and the out- flow of silver continues, will the Government devalue the. standard dollar? A-Such a measure would benefit;

The Shanghai Bankers' Associa- tion and the Shanghai Native Bankers' Association are accord- ingly instructed to request their member banks not to believe or. be disturbed by these rumours, and, In addition, that they should try to discover and report to the proper authority the names of the unscrupulous persons deliberately circulating these rumours so that they may be dealt with in order to preserve stability in the financial market.

There was an almost unanimous view that the Soviet offer should be accepted, but there was a diver- zence of opinion as to the manner in which the money should be

divided.
