We have just had locally a sample of that "anti-foreignism in Canton" of which your Canton correspondent wrote in a recent ..communication.

A few days ago there appeared in the local press a despatch from the Finance Bureau at Canton to the mayor in which it is stated that a 'deed of perpetual lease! of land carries with it no right to the holder of the lease to transfer the property by sale to another party. This is, of course, a denial of the right of any foreigner ever to dispose by-sale-of any land of which he is in possession.

ruling of the Finance Bureau is professedly based ON some regulations which were issued by the provincial govern- ment some years ago, but were certainly not at the time under-

stood to carry this interpretation. and in any case have never been recognized by any of the foreign countries, and it is not the least likely that it will be accepted now

The immediate reason for this despatch was an attempt by the English Presbysterian Mission to buy from a Chinese who is a British subject, a tract of foreshore land to the east of the town with the object, it is understood, ofi transferring to it their hospital and some of the rest of their plant, Their present compound which was originally filled-in foreshore, is now well in the middle of the business part of the town, and is in the way of being cut up by new municipal roads. It is a site that is of great value for municipal de. velopments, and it might seem to be a sensible palley for the authori tles to facilitate transfer Instead of blocking it.

The local municipality indeed. passed on to Canton the request for the issue of a new deed with -out any objection on their part. and it is responsible for making the trouble.
