It is not yet recognized in many places that all nations are but parts of one machine, and the general desire seemed to be to cut off one's own country from the others and to make the exchange of each other's goods difficult.

Both the Government and the Cabinet, should"bear in mind the necessity of treating matters connected with shipping with the greatest care, and not interfereunder, the pres sure exercised by party politics in matters which up to now had been in compotent hands.
