Authority possessed by the police to deal with motor-cars, which may become obstructions, whether they have been involved in an äe- cident or not, is, to be rigidly en- forced in future.. An order, enabl- ing them to remove ears in emer gency was made some time ago, but has not been generally under- stood. It gives the police the right to insist upon broken-down vehicles being removed without loss of time to a garage. Acting on information given by 12-year old boy who had been- fast asleep in the car when kidnap- pers carried off Mr. Wong Poh. wei, proprietor of the Easiern Times and well-known property owner, the Shanghai Water Police last week searched the boat on Soo- chow Creek in which the "man was detained shortly after a.m. and effected his release. Three Chinese were arrested and will bo charg ed in connection with the kidnap- ping.
