LLOYD'S COMMITTEE ELECTION.
THE ERA OF YOUNG MEN.
An unusual degree of interest was shown this year in the election of members to fill vacancies on the Committer of Lloyd's. There were nine candidates for four places, and last month the announcement was made that Messrs. Montague Evans, A. J. Whittall., and Philip D'Am
rumenil had been elected to serve on the Committee for four years and that Mr. D. E. W. Gibb had been elected for one year to fill the vacancy caused by the retirement of Mr. Ernest E. Adams, a late chairman.
The first of the new members to be elected to the Committee is pro minently associated with various forms of insurance other than marine, the transaction of which at Lloyd's has much developed within recent years, and significant feature of the results of the presens election is that all the new members are comparatively young men who have taken a more prominent pac in affairs since the Way,
Lloyd's has never lacked good business men ready to serve on the Committee, and the remarkable growth of its business within recent times has not given the slightest ground for any suggestion that there was lack of enterprise. Still, it is necessarily on the younger men that the future of Lloyd's will largely depend, and it seems well that they should come forward gradually to take their part in the direction of the Corporation. Other institutions might, for similar re- sons, welcome the addition of the
younger men to the corresponding
boards.

Summed up briedy, the situation created by the Underwood tariff gave the Philippines preferential treatment in selling sugar, hemp and other products in the United States in competition with such for eign countries as Java, and gave the United States preferential treat, ment in selling cotton shirts and motor-cars and other manufactured goods to the Filipinos in competi- tion with Great Britain, Japan and other would-be sellers.
It worked both ways. Since the Philippices had a tariff-free clear path to sell in America, they could Fikawise well afford to give Ameriqa

SIR?
Certainly.
The Dean of Westminster (Dr. Foxley Norris) was the preacher. He said that they were there for one definite 'purpose, to concentrate their attention on the housing prob- lem and to reuse both themselves and all those they could reach to a sense of the obligation that was an them to do something towards put- ting right what was without any exaggeration, an intolerable wrong, To those of them who had worked What else in large cities and were familiar with courts and alleys and all the internal life of the slums, it was unnecessary to give any description
of the condition of things round should, I about them in London. But it was safer to assume that in a congrega- tion like that there might be some who were not thus familiar, and it

There is no corresponding offer to help find other outlets for the sugar of the Philippines, nor is there any suggestion as to how the Filipinos are to continue to buy American manufactured goods if their own sales are cut down.
On the contrary, the obvious in- tent as seen from the Manila stand point is to close the one great market for Philippine sugar and presumably for any other product which might be developed to any great extent so that they might com- pete with American products while holding the Philippines in a vice which would keep them from open ing any other market.
Big Uncle Sam, in short, would see that little Juan de la Cruz did not turn for aid and sustenance to any such dangerous playmates as John China or the affable Japanese Without special favours in the form of exemption from tariff dues, Philippine sugar cannot compete with gar produced elsewhere. Labour costa bere are much lower than in the United States, for example, yet much higher than in sugar-producing Java.
Therefore

Bad Cases.
He made no apology for bringing before them one or two actual cases from official reports which were up to date. Those were taken at ran-
dom, not necessarily in Westmins- tes, but in London, and were typic
of conditions which they must be ashamed to feel lay close to all the luxury and comfort of their homes. The Dean then referred to 隐 dilapidated house, overcrowded throughout. In two rooms on the ground floor, which sre dark. gloomy and dirty, live a man and wife and girls aged 18, 10, and three, and boys aged 18, aix, and four T the little back room the elder girls share a bed with the boy of six, and the boy of 18 sleeps on a couch bed, which is made up when American producers of sugar bed, and a table has to be moved at night.
