DIFFICULTY OF THE POPE'S POSITION.
The report of the discussions on Raumion which took place at Malines, in Belgium, between 1921 and 1925, between unofficial re presentatives of the Church of Engines and the Roman Catholic Church, have been briefy referred to in Reuter cables but the following report from a Home paper gives fuller particular of this important document.
The meetings took place under the friendly cognisance of the Archbishops of Canterbury and York, and with the knowledge of the Pope.
A remarkable feature of the report prepared by the Roman Catholde representatives is a long list of controversial doctrines on which it is stated agreement was reached.
It was agreed that the Bishop of Rome is President of the Western Church, that he has a primacy among all the bishops of Christendom; so that, without communion with him, there'is in fact no prospect of a reunited Christendom.
The Roman Catholics emphasised the desire to deal consider-". ately with any approach to unity, and expressed the view that it would become possible to arrange a satisfactory adjustment of many of the difficulties.
THE PRIMATE'S DELEGATES.
SENT AFTER THE FIRST TWO MEETINGS.
The Anglican report, which is signed by Lord Halifax. the Bishop of Truro, Dr. Frere, Bishop Gore, the Dean of Wells, Dr. Armitage Robinson, and Dr. Kidd, Warden of Keble College, Oxford, is a general summary of the dis- cursions.
Its publication has, it is under- stood, been delayed at el › request of the Archbishop, who did not wish to complicate the controversies which the revised Prayer Book aroused.
Lord Halifax was the instigator of the discussions for in the autumn of 1911 he visited the late Cardinal Mardier at Malines and asked him if he would receive soma of his Anglican friends who were Anxious for the reunion of the two Churches.
The first meeting, which was in Decciaber 1921, is said to have been quite informal. The second was in March 1923, when, the report states, the Anglicans attended with the friendly cognisance, of the Archbishops of Canterbury and York and the Roman Catholics with the knowledge of the Pope. The Pope's Position. Attention was drawn by the "No Angileans to the axiom, foreign potentate hath any juris diction in this realm of England,” and it was asked:
Was it possible to interpret the spiritual authority of the Pope
such a way that the jurisdic- tion of the English bishops should not be interfered with 7 It was pointed out in reply that the right of the Pope to intervené anywhere could not be surrender- ed; but it might be a question how far he need exercise it.
If the principle of the right were acknow- ledged it was not inconceivable that the Pope might allow that normally the local authority should work without his intervention.
Clergy Marriages.
Among the topics raised was, the statement by the Anglicans that an essential part of a settlement would be the express provision for the recognition and retention of certain characteristic Anglican rites and customs, as for example: The use of the vernacular and the English site.
Communion in both kinds Permission of marriage of clergy.
On the three points mentioned the Roman Catholics replied that precedents existed which partially were in agreement with the desires expressed by the Anglicans; but that such precedents came from the Unias Churches of the East. There was no absolute bar to the grant- ing of those desires, at any rate in part. But the Roman Catholic representatives were not in a posi tion to anticipate what judginent. the Holy Bee would pass on the motives that prompted those re- quests.

The report shows that 500 single able-bodied men have been receiv-||| ing relief for more than a year.
A special committee appointed by Abertillery (Monmouthshire) Urban District Council, at the Te- quest of the Ministry of Health, has started to press for the recovery of arrears of rates amounting to £120,000. Distress warrants are to be issued against big defaulters.
The staff of the council is to be reduced and street lighting is to he cut down.
The rates, now 20s. 8d. in the £, will probably be increased in March,
