The country is just about to wake up to the dangers of the situation. Mr. Churchill, perhaps unconsciously, has rendered a great servico in illustrating on the second reading of the Economy Bill the utter impossibility of his Gay. ernment or any Government effecting the economies hoped for. He divided the expenditure under four heads, the first being "ubligatory services," in which be put the interest on the National Debt, amounting to £350,000,000, and pensions, which, he placed at the as- tounding total of £121,250,000.

The second heading is "grants-in. uid," £90,300,000, money over which the House of Commons and the Govern ment have no control. It is paid to the local authorities for education, health, and other services. There is no method of seeing whether the money is efficiently or economically spent; there is no control as to how much these authorities should have; in fact, the more money they have the more they spend.

It is the most outrageously bad system which has ever been pub- licly put into operation in any country in the world.

UPHILL FIGHT.

Mr. Harmsworth shows that in the House of Commons the atmosphere is un- favourable to economy:-

Upon any policy, service or depart mhent coming up for economical seru- tiny in the House of Commons, the economists wage a lonely and uphili fight. Whichever section of the popu lation regards itself as singled out immediately organises an agitation, holds meetings, interviews members, deluges them with letters and tele grams, and, finally, by this species of blackmail, puts the utmost fear into them that they will lose their seats.
