AUSTRALIAN TARIFFS

RIGOROUS PROTECTION POLICY-

Mr. Pratten's speech, on the second reading of the Tariff Board Bill is speci ally important, as indicating the Aus tralian Government's intention to pursue a rigorous Protectionist policy, including the imposition of dumping duties in im ported goods competing with Australian The bill amends the law under which the board was constituted in two directions. In the first place it makes the board a permanent institution. second it insists that inquiries and in the in connection with the revisión of tariff proposals and bounties must be heard unless the board is satisfied that publicly

evidence would be against the public interests This will give an opportunity to all interested to know what is happen- ing, and to place their seks before the board..

Mr. Pratten combated the charge that the Tariff Board had abrogated the

pow ers of the Minister, and had surped the functions of Parliament The reporta and recommendations of the board had

acted upon been tien of the Ministon except at the discre to Parlia responsible ment. Since the tariff of 1007 Parliament had given powers to the Minister exempt goods from duty by departners tat by-law, and to classify hundreds of articles not mentioned specifically in the tariff. This principle had continel un interruptedly since 190 The principal consideration influencing the decisions was whether imports can be commercially manufactured within the Commonwealth. The Industries Preservation Act, which provides for dumping duties, had proved the sheet-anchor of many Australian prim ary and secondary industries. Before the war competition was uniform, and com-. paratively free from sudden fluctuations, and therefore tariff legislation could stand unaltered for many years. Without the direct and indirect effect of the provisions of the Industries Preservation Act Ans-

tralian industries after the war would

have been submerged by a flood of cheap impostations, and they would have had the spectacle of ruined industries, nation-

thousands of Australians unemployed.

The expansion of some Australian prim- ary and secondary industries had been materially helped owing to the careful and thorough manner in which the Tariff Board had investigated all matters. Un der the present position of a depreciated currency there still exist dumping inten tions" as keen as ever, and the valuable Australian trade is still urgently desired by outsiders. The removal of the sperial precautions of the supplementary tariff would immediately result in the crippling

Never was there a time when special precautions were more necessary: There can be no retreating from the stand Parliament has taken in safeguarding and encouraging the deve lopment of existing and the initiation of new. industries. Australia's importance as a nation depends upon the thorough- ness wherewith she undertakes this great national task. The Board will continue to comprise une departmental official and three representatives of the commercial commanity.
