RIGOROUS PROTECTION POLICY-
Mr. Pratten's speech, on the second reading of the Tariff Board Bill is speci ally important, as indicating the Aus tralian Government's intention to pursue a rigorous Protectionist policy, including the imposition of dumping duties in im ported goods competing with Australian The bill amends the law under which the board was constituted in two directions. In the first place it makes the board a permanent institution. second it insists that inquiries and in the in connection with the revisión of tariff proposals and bounties must be heard unless the board is satisfied that publicly

Mr. Pratten combated the charge that the Tariff Board had abrogated the
pow ers of the Minister, and had surped the functions of Parliament The reporta and recommendations of the board had

Since the tariff of 1007 Parliament had given powers to the Minister exempt goods from duty by departners tat by-law, and to classify hundreds of articles not mentioned specifically in the tariff. This principle had continel un interruptedly since 190 The principal consideration influencing the decisions was whether imports can be commercially manufactured within the Commonwealth. The Industries Preservation Act, which provides for dumping duties, had proved the sheet-anchor of many Australian prim ary and secondary industries. Before the war competition was uniform, and com-. paratively free from sudden fluctuations, and therefore tariff legislation could stand unaltered for many years. Without the direct and indirect effect of the provisions of the Industries Preservation Act Ans-
