Colonel Amery, therefore, justly insist- ed that the British Admiralty could not possibly afford to run any greater risks than those which they are now incurring. and even these risks, he said, were only | justified by the general financial situation and the eager desire of the British Gov- ernrdent to avoid entering into anything, like a competition of armaments.

THE COST OF BATTLESHIPS, Colonel Amery did not go deeply into the question of cost. But Mr. Asquith and Admiral Sueter did. The Hooil has cost six millions, and as the new ships are to be improved Hoods. Mr. Asquith esti mated that there will be little change out of thirty millions for the lour. Admiral Sueter foreshadowed four more next year, and so on till sixteen were completed, vis Shanghai costing one hundred millions; and he suggested another hundred millions for Bouting,

docks and all the necessary ancil lary ships and other expenses. Both, therefore, fought shy of the Government's programme.
