THE CASE. FOR BIG SHIPS. KERNEL AND PIVOP OF NAVAL

POWER."

In the course of half an hour on August. 3rd, Colonel Amory contrived to make a very clear statement of British naval policy.

che

Colonel Amary announced to the House the recent decision of the Imperial Cabinet on the Naval problem. It turned out to be of a mark tima, order The Dominion Premiers

that the thought. minimum British standard of naval. power should be at least equal to that of

strongest single Power, but the mat ter was one for their Parliament to decide, and these should, wait and ser what took place at the Disarmament Con- ference. As for the Naval policy of the Home Government, it is not one of com- patition or of challenge, but simply one of replacing obsolete ships." The whole Grand Fear We have only one post- is obsolete, or at least all the capital Juland capital ship, the Hood, but the to have the new four kape Comaty

They will not require docks Of 49 incremed size..

They will be protected sainst torpedo attack by the new bulges below water. Leat any members might think that these four capital ships, on which nearly two millions will be spent this year, are a challenge to the other naval Powers, Colonel Amery reminded the House that:

Japan

will have. eight similar ships by 1028 and she has voted eight more to be completed by 1928.

America. in addition to four ships of 32,000 tons, will have twelve more finished by 1925, räch of 12.000 tons dis placement.

Colonel Amery, therefore, justly insist- ed that the British Admiralty could not possibly afford to run any greater risks than those which they are now incurring. and even these risks, he said, were only | justified by the general financial situation and the eager desire of the British Gov- ernrdent to avoid entering into anything, like a competition of armaments.

THE COST OF BATTLESHIPS, Colonel Amery did not go deeply into the question of cost. But Mr. Asquith and Admiral Sueter did. The Hooil has cost six millions, and as the new ships are to be improved Hoods. Mr. Asquith esti mated that there will be little change out of thirty millions for the lour. Admiral Sueter foreshadowed four more next year, and so on till sixteen were completed, vis Shanghai costing one hundred millions; and he suggested another hundred millions for Bouting,

docks and all the necessary ancil lary ships and other expenses. Both, therefore, fought shy of the Government's programme. Mr. Asquith was careful not to commit himself against the capital shin as such: Admiral Sueter, the other hand, seemed to do so, because be believes that the submarine and the nere. plane have immensely restricted its rôle declared that the capital ship still re in future

their day may arrive in the future. He claimed that that was the deliberate judgment of the best naval minde throughout the world; it is cer tainly the view on which Japan and the United States have acted. Admiral Adair and Commander Bellairs supported the same view: Admiral Sir Reginald Hall said that we must either accept the advice of our experts or change them.

GREAT BRITAIN AND. AMERICA. But the main attack was not so much directed against the capital ship as against the Government for committing themselves to a programme of four. Mr. Asquith said they were not necessary; The invasion bogey, he said, had been laid the war; and even if the United States by was building capital, ships, that was no reason why we should. The British Admiralty, he maintained, ought to ex clude the United States from their cal- culations as they had done in the past, We must not 41 regulate." our naval strength by theirs. Nothing could bu more insane" than to take into account the ships of our American friends and I hope, permanent Allica." So be begged the House to disregard the " bare-brained talk of suremongering experts," and urged the Admiralty to pin their trust to the Disarmament Conference. Admiral Sueter spoke in the same sort of strain. We ought he

It seem ed not a little strange to hear the counsel of inaction pushed to such length, especi ally after Colonel Amery had expressly said that it waLS not likely the other Powers would serap their capital ships built or in building, whatever they might decide to do in the way of limitation of naval armament as regarda the future Is Great Britain to stand by and watch Japan and the United States build six- teen capital ships while she only has the Hood?
