TRIPLE ALLIANCERIET. WHY STRIKE WAS CALLED 'OFF.

"A report which Throws new light on the events which led to the withdrawal of the Triple Alliance strike threat in April. has been issued by the Executive Council of the National Transport Workers.. Federation. Dealing with the position on Friday, April 18th, the date. fixed for the beginning of the strike, the report pays It was evident that the utmost uncertainty and indecisión pre vailed amongst the rank and fie. ...laside the ranks of the Miners' Federation there was a lack of cohesion and a want of that unanimity which was necessary if the other two sections were not to be jeopardised. With sa amalla majority for declining the Prime Minister's invitation that the return of the other members of their Executive Committee might reverse it as it was reversed later and with the fact that Mr. Hodges had actually tendered his resignation (though it was withdrawn later), it was clear that to take their. decision or indecision as indicating the inal word would be dangerous.

"One of the most regrettable features in connection with the whole of the was the crisis," proceeds the report, desire on the part of the miners-wa- rantable in many respects, unreasonable in others to consider their own affairs in their own way, oblivious of the effect of their own attitude upon the members of the other two organisations.

the We had endeavoured to induce Miners' Foderation to attend the con- ference and break again definitely with the Government if no other course wis possible on the question of wages. This they refused to do. In their considera tion for the attitude of their own mem- bera in the country they could and would make no allowance for the entirely dif ferent circumstances obtaining in the other two organisations. The Alliance The three Dever acted as one body': sections sat in different roofs as three different organisations, taking their own decisions, and yet were expected to keep intact to fight the organised power of the Government and the employers."

THE LEIPZIG FARCE, SIX MONTHS FOR NEUMANN, [FROM THE TIMES'-" SPECIAL CORRESPONDENT.]

.

Leipzig, Juhe 2nd. The verdict in the third Leipzig triál, that of Corporal Robert Neumann, was pronounced this afternoon. The accused was found guilty on 11 counts of mal treatment of prisoners at Pommernsdorf (Pomerania) and of insulting behaviour, and was sentenced to six months' im! prisonment. The four months of pre- liminary imprisonment are included in this term, and Nenmaan has, therefore, to serve a further two months"

The abandonment of the proceedings against Corporal Trinke, the ringleader of the atrocities at Pommernsdorf, whose present whereabouts are unknown, and the manner in which the English evid- enco has been interpreted, have been greatly in the accused man's favour. It is, however, impossible for Englishmen to accept the Leipzig tribunal's con clusions as to the spirit underlying Neu- maan's actions. Taking their cue from the "experts" of the old school, the Beach went out of their way to pay a tribute to the dutifulness of this savage young Landsturm soldier whom they had just convicted of a long list of acts of brutality. If the maiming of défence- less prisoners, the incessant use of the rife butt and of heavily-booted feet, the merciless, thrashing of men recaptured after escape, the prodding of prisoners at work, the sheer delight in terrorism, and the insulting-abuse of subordinates are the criterion of dutifulness of the German soldier, whether he be a general or a man in the Landsturm, it is deplor
