INSULATION AND FIRES IN STEAMERS.

The American Consul-General, George We have lately published a considerabis E. Anderson, of Hongkong, writes in a correspondence on the subject of insula- recent roport :——

Mr. James T. Milton, the chief engineer surveyor of Lloyd's Register of British and Foreign Shipping.
ici one of the notable facts of social change in the past few years, and it is having some material effect upon trade. The American ice-cream freezer has long been a favourite in Hongkong, and as a matter of fact the American article This season controls the local market. has been notable for the tremendous increase in the local use of these freezers, It is only quite recently that the Chinese This season have taken to ice cream. there are several stores owned and con trolled by Chinese, where ice cream is daily served to Chinese customers during
The European | the summer months. population is growing more keen as to such refreshments, and there are several large establishments now where excellent creams are served to immensely increasing patronage.
Europeans here are rather slow in equipping their houses with refrigerators, and the great modern majority are still using a small and uneconomical ice box, which in some ways serves the purpose, although in the long run it is certainly more expensive than those generally in use in America.
Mr. Milton's opinion is that under ordinary conditions there is no special risk attaching to the use of fake charcoal, the particular kind of charcoal employed. He considers that in normal temperatures flake charcoal is not liable to spontaneous combustion, This special risk of spon- taneons combustion is only present when the chancoal is subject to a temperature

THE USE OF WOOD CASING.
The real risk, Mr. Milton believes, is one that has been overlooked by all the correspondents. It is the risk of hire to

Formerly the have been known to fasten the candles on only purchasera were the Europeans, and to the wooden casing of the insulation: the demand was limited but since, the in some instances the fire is believed to have originated through the consequent heating and firing of the wood, and if undetected it might cause the charcoal to take fire also. But it is important to bear in mind that, according to this theory, it is the wood and not the charcoal which first takes fire. It will probably surprise many to learn that the source of supply of nearly all the flake charcoal now in uso are the cotton thread factories of Scotland. In preparing the millions- of reels that are annually produced small Chinese other things being equal, will chips of wood are turned off. Many years ago these were practically wasted until it occurred to a chemical firm that if these pieces were distilled valuable] products
might be obtained. The industry in securing these by-products is now a very large no. The dried matter which remains after the gas liave been driven off is the flake charcoal now in great request for insulation purposes. For some days after the distilling process; there is a serious danger of spontaneous combustion among the heated charcoal, but the residue is gradually cooled by water and it is claimed that when is is sold for insulation all risk, under normal conditions, has been eliminated.
FREEDOM FROM FIRE. There are, of course, other substances besides charcoal which are used for insulation, such as silicate colton, against the use of which little, if anything, can be said except that, like charcoal, it But requires the use of wood casing. the fact remains that flake charcoal has been used to a very great extent in many ships for a long period of years and that Do untoward results have resulted. The subject deserves watching--and the report that a small fire recently occurred in the insulation of the steamer Brodmount is not to be ignored-but in the opinion of independent authorities there is no suffi. cient evidence to show that the employ ment of charcoal involves special risk. The real risk as has been pointed out, seem; to lie in the use of the wood sur- rounding whatever form of insulating material is adopted, and science has nut yet suggested any suitable substitute.
