RELATIONS WITH FOREIGN POWERS,
Ottawa, July 29, Sir Wilfrid Laurier presented to the House of Commons to day the defence scheme as agreed. upon by the representatives of Great Britain and the Overses Dominions, and adopted by the Imperial Conference. The Premier read a cable worsage from Mr, Harcourt to Lord Grey, in which the Colonial Secretary stated that he ponsented to the presentation of the report to the Canada Parlament in deference to Sir Wilfrid Laurior's wishes, and that he had noti- ded Mr. Fisher. It is generally understood here that the reason Bir Wilfrid Laurier press. ed for this is the imminence of the dissolution of the Canadian Parliament,
TEXT OF THE MEMORANDUM.. The minorandum is sa follows.→ I-The antal Services and forces of the Deminions of Canada and Australia will be exolusively under the control of their respective (dovernments.
The training and discipline of the naval forces of the Dominions will be generally naiform with the training and dissipline of the Fleet of the United Kingdom, and by arrange went the officers and men of the said forces be interchangeable with those under the control of the British Admiralty.
III-The ships of each Dominion saral force will hoist at the stern the white ensign as the symbol of the authority of the Crown, and at the Jack staff the distinctive flag of the Dowinien.
IV.The Canadian and Australian-Govern ments will have their own naval stations as agreed upon from time to time. The limits of the stations are as described in Sohedale A (Canada) and Schedude B (Australia),
In the event of the Canadian or Aus- tralian Government desiring to send ships to a part of the British Empire outside their own respective stations they will notify the British Admirality.
VI-In the event of the Canadian or Aus- tralian Government desiring to send ships to a foreign port they will obtain the concurrones of the Imperial Government in order that the necessary arrangementa with the Foreign Offee inay be made, se in the case of ships of the British Fleet, in anch time and manuer as aro usual between the British Admiralty and the Foreign Office
VII-While the ships of the Dominions aré at a foreign port a report of their proceedings will be forwarded by the officer in command to the Commander-in-Chief on the station, or to the British Admiralty.
VIII-Aa ofloor in command of a Dominion ship, so long as he remains in & foreign port, will obey any instructions he may receive from the Government of the United Kingdom as to the conduct of any Inter national matters that may arise, the Dominion Government being inforord. A commanding officer of a Dominion ship having to put into a foroiga port without previous arrangement on account of stress of weather, damage, or any unforeseen emergency, will report his arrival and reason for calling to the Commander- in-Chief of the station er to the Admiralty, and will obey, so long as he remains in the foreign port, instructions he may resira from the Government of the United Kingdom as to his relations with the authorities, the Dominion Government being informed.
