The following bilt drafted in accordance with the recommendation of the President of the United States, has been introduced in the House of Representatives by Mr. Foster, of Vermout

A bill to prohibit, the coming of Chinese labourers into the United States, and for other purpass

Be it enacted by the Senate and House of Representatives of the United States of America in Congruas assembled, that from and after the passago of this act, and until the expiration of ten years next after the passage of this set, it shall be unlawful for any Chinese labourer, whether a subject of China or of any other foreign power, to enter the United States or any island territory under the jurisdiction of the United States, except as hereinafter provided.

Sec. That it shall be unlawful for any Chinong lubenzor not a citizen of the United Statos to pass from any island territory noder the jurisdiction of the United States to the mainland territory of the United States, and from our portion of such is and territory tr another portion of said island territory. Pro vited, however, That this provision shall not apply to the transit of Chinose labourors from one island to another island of the marne group;

Sec. 4. That any Chinese labourer who is ja the United States at the time of the passage of this art shall be deemed to be lawfully in and ontitled to remain in the United Stater, unless positive proof is produced to the contrary, and bo shall be entitled to and sball, upon applica tion, receive from the collector of internal, rovenue, of such other oficer as may be designated by the President of the United States in the revonne district where such labourer resiles, a certificate of residanes, which certifiento stuk ba heka te le legal evidence of his right to remain in the United States. That the words labourers," wherever used in this set, shall be construed to mean both skilled and unskilled manual labores, including Chinese employed in mining, fishing, huckatering, peddling, laundering, or those engaged in taking, drying, or otherwise preserving shelf or other fish for home consumption er osportation.

Such passport or certificate, daly vind by the diplomatie or consular oficer of the United States, when presented by the person to whom it was issued to the proper immigration or customs fiicial at the port or plues in the United States where the holder thereof wooks to enter, shall entitle the holder to admittanes into and residenes in the United States, and the said passport or certificate shall remain in the po-ression of the person to whom it was issued. Provided, however, That wherever desiguated official of the Department of Commerce and Inbour is stationed at Chinese or other foreign port, said consular officer of the United Sates at the port of departure for the United States shall certify to said passport or certificate only upon receiving a report in writing from the said designated official concerning the application of the i Chinose person.
