Mrs Leung was Chief Commissioner of Girl Guides between May 1980 and April 1983 during which time the Girl Guides Headquarters Building was completed and opened. Under her leadership, HKGGA regionalised to reach out to people in the public housing estates. are now 4 regional headquarters at Oi Man Estate, North Point, Ping Shek and Tsuen Wan. Through Mrs Leung's efforts, the HK Girl Guides Association was recognised

Additionally, as a full member of the World Association. since 1977, she has been a Vice-Patron of the Community Chest of HK; the Vice-Chairman of the HK Philharmonic Ladies Committee; a member of the Board of Governors of the Academy of Ballet; and a Permanent Director of the Kowloon Women's Welfare Association.

Mr George Bryan O'RORKE, JP

Mr O'Rorke was first appointed to the public service in 1958. In 1963 he was largely responsible for the organisation of the construction of new tanker berths at Sham Tseng in connexion with the serious Water Emergency which prevailed at that time. These berths allowed water to be brought in from China and were crucial to the efforts needed to contain the effects of the Emergency. -In Dec. 1973 he was appointed Project Manager, Sha Tin in the New Territories Development Department with responsibility for the detailed planning and implementation of the Public Works Programmes in respect of Sha Tin New Town; and in the
