Mr Stephen LAW Chi-kin
Mr Law joined the Social Welfare Dept. as an Assistant Youth Welfare Officer in October 1952 and subsequently made his mark in the development and administration of HK's social security and accident compensation schemes.

Mr Gordon Eric MATHER
Mr Mather joined the HK Government in 1956 and is now one of the most senior officers in the Executive Officer Grade. He became Departmental Secretary of the Education Department in 1979 since when he has earned for himself an outstanding reputation as an exceptionally effective senior manager in a department of considerable administrative complexity.

Mr PANG Yuk-ling, JP
Mr Pang first joined the Government service as an Apprentice Architect in the Public Works Dept. in 1956 He has and is now a Deputy Director in the Housing Dept. shared significantly in the policy of continual improvements in standards and design of public housing estates, the results of which have been shown by awards from the architectural profession, and also by the satisfaction of
new tenants.
