In 1978 the refugee vessel "Huey Fong" arrived with

some 3 000 Vietnamese on board and a special unit was established

to gather intelligence on organised trafficking.

Mr Lam was in command of the field enquiries, and

within a relatively short period was able to present evidence

that the arrival of the ship had been planned and that considerable

sums of money were involved.

Mr LEUNG Shu-piu

Station Sergeant LEUNG Shu-piu joined the Royal Hong

Kong Police Force in 1950 and was promoted to his present rank

in 1973. He retired in 1977 and was reappointed in the same rank

on agreement.

Mr Leung was transferred to the New Territories during

1979 to assist in countering the increasing number of illegal

immigrants from China. He was posted to Lok Ma Chau Police

Station where he was tasked with the supervision of all junior

police officers deployed on anti-illegal immigration duties in

that area. Several thousand immigrants were arrested.
