Mr. Michael Francis QUINN
Mr. Quinn, Chief inspector of Police, joined the Royal Hong Kong
Police Force in September 1958.
He has maintained very high standards and has frequently worked
long and arduous hours, leading investigation teams personally. He is a
dedicated and capable detective who has a thorough knowledge of his job
and the added qualities of loyalty and integrity.
He has been twice commended by his Commanding Officer for
leadership and detective ability and once highly commended by the Governor
for conspicuous energy, courage and initiative displayed during a Police
operation in 1967 during which he sustained serious injury.

Mr. Roberto Barnabe ROCHA
Mr. Rocha joined the Special Constabulary as a Constable in 1953.
He was promoted to Chief Inspector (Auxiliary) in 1974.
For most of his service, Mr. Rocha has served with the Emergency
Unit/Hong Kong Island and throughout the civil disturbances in 1956, 1966
and 1967, gave a first class account of himself.
Due to his efforts, the standard of officers in his unit is
exceptionally high, and throughout his career, Mr. Rocha has rendered
valuable service to the Force and his sound judgment, professional approach
and willingness to set an example are always evident and appreciated by his
fellow officers.
Mr. Rocha was awarded the Colonial Special Constabulary Medal
in 1969.
