Mr. Yeung is Registrar in charge of the Central Records Division
of the Registration of Persons Office. He originally joined the Government in 1945. He has always been a fine example to his colleagues, helpful to his juniors, and a valued adviser to successive senior staff.

Sergeant Squadron TONG So, E.M.
Sgt. Tong So has served as a Volunteer since September 1960. He has shown great devotion to duty and loyalty. His attendance has always been exemplary and he gives up many extra hours to train drivers and to help with the Royal Hong Kong Regiment's Junior leaders. For his age he is fit and active and sets the best example to younger men. Sgt. Tong So in civilian life has been a driver for Government since 1947. Prior to his joining the Regiment as a Volunteer in 1960 he served in the Auxiliary Medical Services which he joined in 1:49.

Mr. Eric BLACKBURI, C.P.M.
Mr. Blackburn joined the Royal Hong Kong Police Force in 1954. He was promoted to his present rank of Assistant Commissioner of Police
in 1977.
Mr. Blackburn has served in most parts of the Force and is a most able officer and leader. In 1967, he commanded a division which was heavily involved in the disturbances and led its riot company with imagination and determination, following which he was awarded the Colonial Police Medal for Meritorious Service and a Governor's high commandation for bravery. He has subsequently made an important and imaginative contribution in a number of
senior poate.
