Illiteracy is causing a vast waste of America's military manpower. Last year an average of one in every seven men failed the Armed Forces General Classification tests.

The tests weigh a man's mental and educational qualifications. Men who can't pass are not inducted. The armed forces conclude they haven't the ability to absorb military training within reasonable time limits.

Excise Tax Cuts Expected To Promote Sales

New York, April 5.

The record excise tax cuts, effective last Friday, reduced the Government's share of the price of scores of items including jewellery, furs, luggage, home appliances, local and long distance telephone rates and general admissions. In all the reduction totals $999,000,000.

Business reaction was immediate. The Chief of the International Statistical Bureau, Mr A. W. Zelomek, said the tax cuts would help Easter buying. Gimbel Bros., one of the largest depart- ment store operators, expected "a" significant increase in sales."

The US Government has said it will not dump on the world market its supplies of critical and strategic materials bought under American stock- piling operations and which were considered to be in excess supply.

An order issued by the Office of Defence Mobilisation said the objective of the policy would cover strategic and critical materials acquired under stockpiling operations which "are surplus to current defence and civilian needs."
