US Military Manpower
Illiteracy is causing a vast waste of America's military manpower. Last year an average of one in every seven men failed the Armed Forces General Classification tests.
THE CHINA MAIL, TUESDAY, APRIL 6, 1954.
The tests weigh a man's mental and educational qualifications. Men who can't pass are not inducted. The armed forces conclude they haven't the ability to absorb military training within reasonable time limits.
Department of Defence records show that 46.2 per cent of Missis- sippi's and 40.3 per cent of South Carolina's draftees failed the last year.

Berlin, Apr. 5.
The East German Communist Party has urged its historians writing "the first scientifically correct history" to go into the factories and out to the farms to get the proper slant on it.
If they discussed their task with workers and farmers they would receive useful tips and hints, "Neues Deutschland," the chief party newspaper, told them.
The newspaper was giving this advice to a "collective" of Fast German bistorians whom the party central committee re- rently instructed to write the Arst German history un ines similar to those of Soviet his- tory books. The history is to be rendy

Excise Tax Cuts Expected To Promote Sales
New York, April 5.
The record excise tax cuts, effective last Friday, reduced the Government's share of the price of scores of items including jewellery, furs, luggage, home appliances, local and long distance telephone rates and general admissions. In all the reduction totals $999,000,000.
Business reaction was immediate. The Chief of the International Statistical Bureau, Mr A. W. Zelomek, said the tax cuts would help Easter buying. Gimbel Bros., one of the largest depart- ment store operators, expected "a" significant increase in sales."
Mr E. C. Stephenson, speaking to the 7,000 members of the national Retail Dry Goods Association, said the tax cuts would "unlessen the shackles" on the sales of mer- chandise.
