ISMAILIA TRUCE A Bonny Floods
DECLARED
EGYPTIAN POLICE TO DISARM
EVACUATION OF ALL
BRITISH FAMILIES
Cairo, Nov. 19.
The British Command and Egyptian govern- ment in the Suez Canal Zone declared a truce in Ismailia today after a weekend battle which killed 15 British troops, Egyptian policemen and civilians. More than 30 persons were wounded..
The Provincial government agreed to disarm its police and the British promised to remove its remaining military families as fast as possible from the bloody midway city on the canal.
United Press reports that the truce will be of seven days' duration.
Iarnailia was the scene of the first outbreak of violence in mid-October when Egypt told the British they must get out of the Canal Zone. Now it is re- duced from its normal 100,000 population to about 40,000 as a result of Egyptian families fleeing.
Russia's Offer To Egypt
The truce was arranged at Canal station between Ismailla and Port Said "in the interest of public security," Lieutenant- General Sir George Erskine told reporters at Ismailla.

ADIO Hongkong's forum on the Colony's water shortage did not produce any novel suggestions for dealing with the problem. The speakers contented themselves with appropriate restatement of the gravity of the situation and the general tone was one of resignation to the inevitable. The hard fact remains that until our storage capacity is considerably increased
of adequate supplies domestic water the year round cannot be provided. Listeners probably felt somewhat affronted by Mr Jackson's suggestion that the public largely had itself to blame for present conditions because it had not made a loud enough outery in the past about the Colony's insufficient water storage facilities. Public opinion, it is appreciated, is not notably articulate in this Colony, but when it comes to questions such as the proper provision of reservoirs and water catchments, 'the community entitled to expect its official specialists to take the necessary action without being driven to it by public clamour It was just as obvious to Government as it was to residents in 1947 that the population was increasing to alarming extent and that existing water storage facBities would BOON bo insufficient to meet daily requirements. That was the time when the Tal Lum Chung scheme should have been vigorously pursued by the Authorities; nor should Governinent have needed any prodding from the public. official shortcomings and lack of fore- sight. The community reluctantly, und with as good a grace as possible, accepts the necessity for the new water supply restrictions, but it is entitled to know whether everything is being done by the appropriate department to see that available supplies are being fairly shared. The tendency seems to be to place considerable reliance on the good nature of consumers. Another "appeal" has been made: this time to ground floor occupants of tenement houses, who are requested not to draw off any more water from taps than their immediate requirements, thus allowing sufficient pressure to serve water to upper floors. The request itself is reasonable enough, but nothing is said about Government's ability to make checks on whether consumers are abusing their facilities for drawing and storing water. Has the Water Authority sufficient number of inspectors to make anything like effective inspections of meters and private water storing? And is his department in a position to take proper action against a potential new racket--- the selling of water improperly drawn from taps during the hours of supply? The question of supplying ships with fresh water also appears to call for reconsideration. Shipping companies,
for some time past, have been voluntarily restricting their require ments, but it is conceivable that further savings could be made without causing too much inconvenience. Residents who are the principal sufferers under the latest restrictions must be assured that Government is exploring every possible means of conserving water and that sacrifices are equitably shared,
Negotiations were unders.ood to have begun here between Mahmoud Fawzl Bey, Perma- bent Egyptian delegate to the United Nations, and Mr Semyon Tsarapkin, Soviet delegate to the United Nations.
These two delegates, accord- ing to the informants, held twe the private meetings during week.
The firm stand on Korea plus the blunt declaration that Britain intended to stay put in the Suez Canal drew cheers from a grave House of Commons as Mr Eden in headlines and opened a two-day debate with his first major speech since prepared for the Government of Mr Winston Churchill came to power.
